Demikian disampaikan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PANRB), Tjahjo Kumolo lewat pesan WhatsApp Messenger kepada jurnal-investigasi.com pada Minggu (31/5) saat menyampaikan harapannya pasca diterbitkannya Surat Edaran (SE) Nomor 58 Tahun 2020 mengenai Sistem Kerja Pegawai Aparatur Sipil Negara (ASN).
Seperti diketahui, pemerintah melalui Menteri PANRB mengeluarkan SE Nomor 58 Tahun 2020 mengenai Sistem Kerja Pegawai Aparatur Sipil Negara (ASN) pada Jumat (29/5).
SE tersebut dimaksudkan sebagai pedoman penyesuaian sistem kerja bagi ASN untuk menjaga keberlangsungan pelaksanaan tugas dan fungsi dalam penyelenggaraan pemerintahan dan pelayanan publik menyongsong tatanan normal baru agar tetap produktif dan aman dari ancaman virus corona (covid-19).
Melalui SE itu, pemerintah ingin memastikan pelaksanaan tugas, fungsi dan pelayanan kementerian/lembaga/daerah dapat berjalan efektif. Selain itu, penerbitan SE tersebut juga bertujuan untuk mencegah dan mengendalikan penyebaran serta mengurangi risiko covid-19.
Dengan keluarnya SE tersebut, Tjahjo berharap seluruh ASN dapat beradaptasi dengan perubahan tatanan hidup pada situasi pandemi covid-19 yang masih berlangsung saat ini.
Sementara itu, terkait tugas dan fungsi ASN dalam tatanan normal baru, dilakukan dengan tetap memprioritaskan aspek kesehatan dan keselamatan bagi ASN dengan cara menjalankan protokol kesehatan dalam aktivitas keseharian.
“Adaptasi terhadap tatanan normal baru di lingkungan kementerian/lembaga/daerah meliputi penyesuaian sistem kerja, dukungan sumber daya manusia, dukungan infrastruktur, dengan memperhatikan protokol kesehatan,” jelas Tjahjo.
Di sisi lain, SE tersebut juga menjelaskan tentang pelaksanaan sistem kerja ASN dalam tatanan normal baru yang disesuaikan dengan status penyebaran covid-19 seperti yang ditetapkan Gugus Tugas Percepatan Penanganan Covid-19.
Selanjutnya, untuk ketentuan pelaksanaan mengenai penyesuaian sistem kerja ASN, akan diatur oleh pejabat pembina kepegawaian (PPK) masing-masing instansi.
“Selain itu, juga PPK bertanggungjawab dalam melaksanakan dan mengawasi pelaksanaan SE Menteri PANRB Nomor 58 Tahun 2020 pada setiap unit organisasi di bawahnya. Pimpinan instansi melakukan evaluasi atas efektivitas pelaksanaan SE dan melaporkan ke Menteri PANRB,” tukasnya.
Sebagai informasi, SE Menteri PANRB yang mengatur tentang penyesuaian sistem kerja, dukungan SDM hingga infrastruktur tersebut, mulai berlaku efektif pada 5 Juni 2020. (Krs)
