Sah! Mulai 1 Januari 2022, Kenaikan Tarif Cukai Hasil Tembakau dengan Penambahan Rata-Rata 12%

PEMERINTAH melalui Kementerian Keuangan menetapkan kebijakan tarif cukai hasil tembakau (CHT) mulai 1 Januari 2022 dengan kenaikan rata-rata 12%. Kebijakan CHT merupakan salah satu instrumen peningkatan kualitas sumber daya manusia (SDM) yang menjadi agenda krusial dalam upaya peningkatan produktivitas nasional.

“Hari ini Bapak Presiden telah menyetujui dan sesudah dilakukan rapat koordinasi di bawah Bapak Menko Perekonomian, kenaikan cukai rata-rata rokok adalah 12%. Akan tetapi, untuk sigaret kretek tangan (SKT), Presiden meminta kenaikan 5%. Jadi, kita menetapkan 4,5% maksimum,” ujar Menkeu secara virtual dalam Press Statement Kebijakan Cukai Hasil Tembakau 2022, Senin (13/12).

Dalam paparannya, Menkeu menjelaskan pengenaan cukai ditujukan sebagai upaya pengendalian konsumsi sebagaimana diamanatkan Undang-Undang Cukai. Kebijakan cukai juga mempertimbangkan dampak terhadap petani tembakau, pekerja, serta industri hasil tembakau secara keseluruhan.

“Kenaikan itu pun tidak hanya mempertimbangkan isu kesehatan, tetapi juga memperhatikan perlindungan buruh, petani, dan industri rokok,” kata Menkeu.

Lebih lanjut, Menkeu menyebut rokok menjadi pengeluaran kedua tertinggi masyarakat miskin di perkotaan dan perdesaan setelah konsumsi beras. Dilihat dari total pengeluaran, konsumsi rokok mencapai 11,9% di perkotaan dan 11,24% di perdesaan. Angka tersebut lebih rendah dari konsumsi beras dan bahkan lebih tinggi jika dibandingkan dengan pengeluaran untuk protein, seperti daging, telur, tempe, serta ikan.

“Rokok menjadikan masyarakat miskin. Harga sebungkus memang dibuat semakin tidak terjangkau bagi masyarakat miskin,” ujar Menkeu.

Dari sisi kesehatan, rokok memicu risiko stunting pada anak dan bisa memperparah dampak kesehatan akibat covid-19 atau 14 kali berisiko terkena covid-19 jika dibandingkan dengan bukan perokok. Di samping menimbulkan kerugian jangka panjang bagi perekonomian, rokok juga berdampak langsung pada kenaikan biaya kesehatan.

“Ini membebani karena sebagian pasien covid-19 ditanggung negara,” kata Menkeu.

Dilansir dari situs Kementerian Keuangan, kebijakan CHT juga bertujuan mengendalikan tingkat konsumsi rokok di masyarakat, khususnya di kalangan anak-anak dan remaja. Dalam dokumen Rencana Pembangunan Jangka Menengah Nasional (RPJMN) 2020-2024, Pemerintah menargetkan prevalensi merokok anak Indonesia usia 10-18 tahun turun minimal menjadi 8,7% di 2024.

“Kita mencoba menurunkan kembali prevalensi berdasarkan RPJMN untuk mencapai 8,7 turun dari 9,1% pada 2018,” ujar Menkeu.

Adapun kenaikan tarif CHT turut mendukung program pembangunan nasional melalui penerimaan negara. Hal ini diundangkan dalam UU APBN 2022 sebesar Rp193 triliun. Selain itu, kebijakan CHT juga penting sebagai mitigasi atas dampak kebijakan yang berpotensi mendorong rokok ilegal.

“Semakin tinggi harga, semakin besar potensi terjadinya produksi rokok ilegal,” ujar Menkeu. (J1)
