MENTERI Luar Negeri (Menlu) Retno Marsudi mengikuti pertemuan ASEAN Foreign Ministers’ Retreat di Pnom Penh, Kamboja, Kamis (17/2). Pertemuan yang sebenarnya dijadwalkan Januari ini membahas, dari arsitektur kesehatan kawasan hingga isu Myanmar.
Indonesia menyampaikan dua hal utama pada agenda 1 mengenai tindak lanjut KTT 38-39, pertama, penguatan arsitektur kesehatan kawasan.
Retno menyampaikan pentingnya implementasi penuh berbagai mekanisme arsitektur kesehatan regional yang terbentuk dalam 2 tahun terakhir sebagai antisipasi pandemi mendatang.
“Salah satu yang penting di antaranya adalah pembentukan buffer inventory untuk alat kesehatan dan mekanisme distribusinya serta sistem peringatan dini kawasan,” kata Retno dalam rilisnya, Kamis (17/2).
Lebih lanjut, penguatan arsitektur kesehatan kawasan akan menjadi building block bagi global yang menjadi salah satu prioritas Presidensi G20 Indonesia.
Kedua, percepatan pemulihan ekonomi kawasan. Lambatnya implementasi ASEAN Travel Corridor Agreement (ATCAF) membuat Indonesia mendorong hal tersebut yang kemudian disepakati semua Menlu ASEAN.
“Indonesia mendorong percepatan implementasi ATCAF tersebut, baik melalui kesepakatan bilateral maupun pembukaan menyeluruh perbatasan dengan protokol kesehatan yang ketat,” ujarnya.
Mengenai kerja sama ASEAN dengan mitra eksternal sebagai agenda kedua, Indonesia menekankan beberapa isu utama, pertama, Indonesia selaku Country Coordinator Kemitraan ASEAN-Amerika Serikat (AS) menyampaikan persiapan rencana ASEAN-US Special Summit. ASEAN dan AS saat ini masih terus berkomunikasi untuk menentukan jadwal pertemuan yang cocok bagi keduanya.
“Indonesia akan melanjutkan komunikasi dengan AS untuk membahas mengenai program dan juga deliverables,” ungkap Retno.
Kedua, terkait dengan rencana KTT ASEAN–Uni Eropa (UE) tahun ini, Indonesia mendorong agar momentum perayaan 45 tahun kemitraan ASEAN-UE ini dimanfaatkan untuk memperkuat kerja sama yang saling menguntungkan, termasuk di bidang perdagangan.
“Kekhawatiran masih terus berlangsung disebabkan kebijakan-kebijakan UE yang menghambat perdagangan, termasuk yang terakhir adalah pembentukan deforestation supply chain due diligence system pada komoditas pertanian,” tuturnya.
Prioritas Kamboja sebagai Ketua ASEAN 2022 menjadi agenda ketiga. Kamboja telah mempresentasikan prioritas keketuaan di 3 pilar, yaitu politik, ekonomi, dan sosial budaya.
“Indonesia mendukung prioritas-prioritas tersebut dan menambahkan satu hal, pentingnya dimulai pembahasan mengenai penguatan kapasitas institusional ASEAN,” imbuhnya.
Lebih lanjut, pembahasan tentang isu kawasan dan internasional digabung dengan agenda 5, yaitu Other Matters.
Dalam pembahasan tersebut Indonesia menyampaikan beberapa hal. Pertama, Indonesia menekankan kembali pentingnya terus menjaga stabilitas dan perdamaian di Laut China Selatan.
Kedua, mengenai Myanmar. Semua pihak masih sangat perhatian terhadap situasi di Myanmar, termasuk tidak adanya kemajuan signifikan dalam implementasi 5 Point of Consensus (5PCs), padahal semua negara ASEAN mengharapkan adanya kemajuan.
“Implementasi ini penting bagi rakyat Myanmar. Implementasi ini penting untuk stabilitas dan perdamaian di kawasan dan bagi kredibilitas ASEAN,” katanya.
Adapun 2 hal penting yang ingin dilihat dari implementasi 5PCs, yakni setop penggunaan kekerasan (stop violence) serta kunjungan utusan khusus Ketua ASEAN dapat dilakukan dan memiliki akses untuk melakukan komunikasi juga bertemu dengan semua pihak.
Lebih lanjut, ia menyampaikan bahwa 2 hal tersebut merupakan langkah pertama implementasi 5PCs, sebuah pembukaan bagi langkah selanjutnya menuju inclusive dialogue.
Ketiga, Indonesia telah presentasikan concept paper on Strengthening ASEAN’s Capacity and Institutional Effectiveness.
Inti dari proposal tersebut ialah bagaimana ASEAN dipersiapkan untuk dapat menjawab berbagai tantangan dunia yang semakin kompleks, seperti melalui perkuatan kapasitas dan efektivitas institusi. Itu juga diperlukan mengingat ASEAN juga sedang membahas ASEAN Vision on Post 2025.
Keempat, Indonesia juga telah presentasikan concept paper Paper on Mainstreaming Four Priority Areas of the ASEAN Outlook on Indo-Pacific.
Intinya, bagaimana AOIP dapat diterjemahkan dalam kerja sama konkret yang sifatnya terbuka inklusif dan sekali lagi mengedepankan kerja sama.
“Karena Indonesia yakin dengan kerja sama yang terbuka dan inklusif, akan dapat meningkatkan kesejahteraan. Kesejahteraan akan memberikan kontribusi bagi upaya menciptakan perdamaian dan stabilitas di kawasan Indo-Pasifik,” jelas Retno.
Sebagai informasi, para Menlu ASEAN sepakat menugaskan CPR untuk menindaklanjuti usulan-usulan tersebut. (RLS/J1)
