Menkeu Minta BLU Terus Tingkatkan Tata Kelola

MENTERI Keuangan (Menkeu) Sri Mulyani Indrawati mengatakan bahwa tantangan pembangunan akan selalu ada dari masa ke masa.

Oleh karena itu, hadirnya pemerintah dan instrumen keuangan negara untuk bisa menghadapi tantangan tersebut harus diimbangi dengan kompetensi dan kapasitas yang tinggi, termasuk di dalamnya Badan Layanan Umum (BLU) yang merupakan vehicle pemerintah dalam memberikan pelayanan kepada masyarakat.

Dilansir dari situs Kementerian Keuangan, Sri mengapresiasi laporan kinerja BLU pada 2021, yang mana sisi pendapatan negara bukan pajaknya (PNBP) mengalami kenaikan. Kontribusi BLU terhadap PNBP sebesar 27,5% dan memiliki pertumbuhan yang sangat tinggi, 8%, lebih dari dua kali lipat target awal. Akan tetapi, Menkeu memberikan catatan supaya capaian ini tidak membuat BLU cepat berpuas diri.

“Ini yang saya selalu ingatkan kepada teman-teman, di satu sisi kita mensyukuri kalau kondisi keuangan membaik, tapi juga harus tetap kritis terhadap diri sendiri. Ini benar-benar baik karena kinerja kita atau merespons shock dari luar. Oleh karena itu, saya berharap untuk dalam kontrak kinerja, BLU bisa memisahkan antara unsur yang sifatnya eksogen shock dengan yang merupakan hasil karya dan kinerja yang nyata,” terang Menkeu saat berbicara pada Rapat Koordinasi (Rakor) BLU Tahun 2022, Selasa (30/3).

Sri mengatakan bahwa peran BLU dalam menangani shock merupakan hasil kinerja yang penting. Namun, ia mengingatkan bahwa ini jangan hanya direduksi dan ditunjukkan dalam headline angka pencapaian, tapi juga harus betul-betul mencerminkan kualitas dari organisasi.

Ia menekankan pentingnya memastikan adanya perbaikan kualitas organisasi yang meliputi leadership, manajemen, kualitas sumber daya manusia (SDM), serta pelayanan dan tata kelolanya.

“Oleh karena itu, saya berharap kepada seluruh pimpinan, pengurus, dan dewan pengawas BLU untuk terus tingkatkan kompetensi Anda. Setiap guncangan merupakan sebuah kesempatan untuk belajar dan  membuat kita semakin kuat. Ini yang saya harapkan sesudah lebih dari 2 tahun mengalami guncangan yang sangat hebat dari pandemi. Jangan dibiarkan berlalu begitu saja tanpa ada pelajaran dan bahkan ini adalah kesempatan kita untuk memperbaiki dan berinovasi. Ini adalah kesempatan yang luar biasa untuk bertransformasi,” tambah Sri.

Ia mengharapkan masuki tahun ketiga sesudah pandemi dan dalam proses pemulihan ekonomi saat ini, BLU harus terus melakukan perbaikan dengan melihat hal-hal yang bisa ditransformasikan, terutama penggunaan teknologi digital.

Menkeu ingin agar BLU bisa melihat secara detail efisiensi yang bisa dilakukan dan inovasi yang muncul dari penggunaan teknologi digital tersebut dengan berfokus kepada perbaikan layanan dan tujuan didirikannya BLU tersebut.

Ia juga menekankan pentingnya penggunaan barang/prasarana produk dalam negeri oleh BLU dalam melaksanakan tugasnya. Penggunaan produk dalam negeri tersebut dapat menciptakan speed over linked kepada ekonomi dalam negeri. Karena itu, ekonomi dalam negeri akan berkembang.

“Jadi, saya harap para pengelola dan pengawas BLU untuk jangan business as usual. Dua tahun selama pandemi, betul-betul harus bisa melihat secara detail pengadaan dari berbagai alat-alat kesehatan dan pendidikan. Pikirkan kalau Anda membelanjakan dalam negeri, berapa kesempatan kerja tercipta di dalam negeri,” lanjutnya.

Menkeu juga berpesan agar BLU juga bisa terus meningkatkan tata kelolanya. Ia meminta kepada jajarannya, khususnya di Direktorat Jenderal Perbendaharaan, untuk sistem rating BLU, supaya masyarakat bisa melihat kinerja pengelolaan BLU secara transparan dan akuntabel.

Transparansi dan akuntabilitas ialah bagian dari tata kelola dan kewajiban pemerintah untuk menjaga kepercayaan rakyat. Menkeu mengatakan bahwa BLU ialah jendela dan pintu masyarakat untuk melihat bagaimana pemerintah bekerja, yaitu ketika mereka berinteraksi langsung dengan pelayanan yang diberikan BLU.

“Sistem pengendalian internal BLU menjadi sangat penting. Ini juga untuk menjaga tata kelola keuangan dan kinerja. Saya juga akan terus mendorong berbagai inisiatif kebijakan sehingga dapat terus memperbaiki kinerja BLU, termasuk menggunakan aset-aset yang dimiliki,” terang Menkeu.

Sri akan terus mendukung berbagai inovasi di bidang regulasi BLU sehingga rakyat bisa merasakan bahwa negara ini dikelola secara profesional dan baik. Ia juga mengatakan bahwa BLU integrated online system akan memberikan sebuah database yang akan memberikan referensi bagi perbaikan berbagai kebijakan kedepan.
