Demikian penegasan Menteri Perdagangan (Mendag) Muhammad Lutfi di Jakarta, Senin (31/1). Penegasan ini sekaligus memberikan klarifikasi atas salah tafsir dari pelaku usaha kelapa sawit yang menerapkan harga lelang di PT Kharisma Pemasaran Bersama Nusantara (KPBN) sesuai tarif DPO.
“Harga Rp9.300/kg adalah harga jual CPO untuk 20% kewajiban pasok ke dalam negeri dalam rangka penerapan DMO. Kebijakan DMO dan DPO tersebut disalahartikan oleh beberapa pelaku usaha sawit yang seharusnya membeli CPO melalui mekanisme lelang yang dikelola KPBN dengan harga lelang, tapi mereka melakukan penawaran dengan harga DPO. Hal tersebut telah membuat resah petani sawit. Seharusnya, pembentukan harga tetap mengikuti mekanisme lelang di KPBN tanpa melakukan penawaran harga sebagaimana harga DPO,” tegas Lutfi.
Seperti diketahui, mekanisme kebijakan DMO sebesar 20% atau kewajiban pasok ke dalam negeri berlaku wajib untuk seluruh eksportir yang menggunakan bahan baku CPO. Seluruh eksportir yang akan mengeskpor wajib memasok atau mengalokasikan 20% dari volume ekspornya dalam bentuk CPO dan RBD Palm Olein ke pasar domestik dengan harga Rp9.300/kg untuk CPO dan harga RBD Palm Olein Rp10.300/kg.
“Eksportir harus mengalokasikan 20% dari volume ekspor CPO dan RBD Palm Olein dengan harga DPO kepada produsen minyak goreng untuk mencapai Harga Eceran Tertinggi (HET) yang telah ditetapkan,” jelas Lutfi.
Pemerintah akan menindak tegas segala penyimpangan yang terjadi. Ketegasan ini disampaikan Lutfi sebagai bagian untuk mengawal kebijakan yang telah ditetapkan.
Sementara itu, Dirjen Perdagangan Luar Negeri Kemendag Indrasari Wisnu Wardhana menyampaikan Persetujuan Ekspor akan diberikan kepada eksportir yang telah memenuhi persyaratan.
“Persetujuan Ekspor akan diberikan kepada eksportir yang telah merealisasikan ketentuan DMO dan DPO, dengan memberikan bukti realisasi distribusi dalam negeri berupa purchase order, delivery order, dan faktur pajak,” tegas Wisnu. (RLS/J1)
