GENDERANG perang melawan rokok-rokok ilegal telah lama ditabuh. Namun, peredaran rokok ilegal hingga kini belum terbendung.
Rokok-rokok ilegal yang tidak direkati pita cukai, secara masif masih membanjiri Sumatera, Jawa, Kalimantan, Sulawesi, Nusa Tenggara, hingga Papua.
Di Sumatera, peredaran rokok ilegal malah kian menggila. Upaya menyelundupkan rokok ilegal dengan skala besar, dilakukan para mafia lewat perairan di Provinsi Kepulaun Riau (Kepri).
Untuk menghentikan aksi para pelaku, para aktivis mendesak Menteri Keuangan Sri Mulyani agar menjatuhkan sanksi berat kepada para pemilik rokok ilegal.
Yusu Halawa, aktivis dari Komunitas Pemuda Merah Putih (KPMP) Bergerak, mengatakan hasil operasi penggagalan penyelundupan rokok ilegal berbagai merek yang dilakukan awak Kapal Patroli Yudistira 8003 milik Kepolisian Perairan (Polair) pada Selasa (7/4) di perairan Batam, Kepri, seharusnya bisa menjadi momen untuk memberantas para mafia rokok ilegal hingga ke akar-akarnya.
Pasalnya, kata Yusu Halawa, para mafia rokok ilegal tega menggembosi penerimaan negara di saat pemerintah sedang membutuhkan banyak dana untuk memutus rantai pandemi virus korona (covid-19).
“Saat ini negara sedang berjuang melawan pandemi virus corona (covid-19) , tentu membutuhkan biaya yang besar untuk melindungi rakyatnya. Salah satu sumber pemasukan negara yang penting dan menjadi andalan pemerintah adalah dari cukai rokok. Tapi para mafia rokok ilegal malah menggembosi penerimaan negara dengan menyelundupkan rokok-rokok ilegal. Perbuatan para mafia rokok ilegal itu harus dihentikan dan perlu kita camkan bahwa saat ini mafia rokok ilegal adalah musuh kita bersama,” cetus Yusu Halawa dengan geram.
Sebelumnya, dalam operasi yang digelar awak Kapal Patroli (KP) Yudistira 8003, pada Selasa (7/4) di perairan Batam, berhasil digagalkan upaya penyelundupan ratusan kardus berisi puluhan ribu batang rokok ilegal dari Batam ke Tembilahan. Diduga, rokok-rokok ilegal tanpa cukai tersebut milik pemain lama.
Pelaku juga diduga telah lama menjalankan bisnis ilegal tersebut. Modus yang dijalankan pelaku ialah berpura-pura mengekspor rokok polos tanpa pita cukai ke negara tetangga. Namun rokok-rokok itu tidak pernah sampai ke negara tujuan, tapi diselundupkan kembali ke Indonesia lewat perairan Kepri.
Yusu Halawa mengungkapkan, salah satu rokok ilegal yang telah berkali-kali terjaring aparat ialah rokok merk Luffman. Rokok merk itu tercatat pernah disita dalam jumlah besar di Jambi, Padang, dan Kepri karena tidak direkati pita cukai.
Namun, meski telah berkali-kali terjaring dalam operasi aparat, rokok ilegal merk Luffman hingga kini masih beredar secara luas di Sumatera. “Ini sangat aneh. Sudah berkali-kali ditangkap dan disita aparat, tapi rokok ilegal merk Luffman masih membanjiri Sumatera,” ungkapnya.
Yusu Halawa melanjutkan, dengan track record yang telah berkali-kali terjaring dalam operasi aparat, seharusnya Bea dan Cukai Pusat menindak secara tegas pemilik rokok tersebut.
“Tindakan tegas dan sanksi berat harus segera dijatuhkan kepada pemilik rokok ilegal tersebut. Berkali-kali terjaring dalam operasi aparat, tapi aksi mereka malah semakin menjadi-jadi. Karena itu, kami mendesak agar Menteri Keuangan memberikan perhatian terhadap kasus rokok ilegal ini,” pungkasnya. (Krs)
