Lembaga Swasta Tangani Salah Urus Sapi Impor Milik Negara. Ada Apa?

PENANGANAN kasus malnutrisi (kekurangan gizi) yang menimpa ratusan ekor sapi indukan impor dari Australia menimbulkan tanda tanya.

Pasalnya,  permasalahan itu tidak diselesaikan pemerintah, melainkan ditangani oleh sebuah lembaga swasta. Padahal, importasi sapi-sapi indukan asal Australia itu atas inisiatif pemerintah, dalam hal ini Kementerian Pertanian dan dalam pengadaannya memakai dana dari APBN.

Karena itu, menurut sumber jurnal-investigasi.com, keterlibatan pihak swasta dalam menyelesaikan kasus malnutrisi yang menimpa ratusan sapi indukan impor tersebut sangat janggal.

Sebab,  jelas sumber, tanggung jawab untuk menyehatkan sapi-sapi impor yang sakit dan sekarat karena mengalami malnutrisi, sepenuhnya ada di tangan Kementerian Pertanian.

Demikian pula kasus kematian yang terjadi pada ratusan ekor sapi indukan impor akibat kekurangan gizi, tanggung jawabnya juga berada di Kementerian Pertanian.

“Pihak yang bertanggung jawab penuh adalah pemerintah, dalam hal ini Kementerian Pertanian. Kementerian Pertanian tidak boleh lepas tanggung jawab,” cetusnya.

Namun faktanya, penanganan terhadap sapi-sapi yang menderita malnutrisi itu dilakukan oleh sebuah lembaga swasta.

Sumber mengungkapkan, pihak swasta yang dimaksud adalah sebuah lembaga non-pemerintah yang berkantor di kawasan Pasar Minggu, Jakarta Selatan.

Saat ini, ungkap sumber, lembaga swasta itu sedang bekerja dan telah turun ke beberapa peternakan di berbagai daerah.

Sebagai informasi, setelah tiba di Indonesia, sapi-sapi impor tersebut kemudian disalurkan ke puluhan kelompok peternak dan Unit Pelaksana Teknis (UPT) di bawah Kementerian Pertanian yang tersebar di berbagai daerah di Tanah Air.

“Lembaga swasta itu sudah mulai turun sejak akhir 2019 lalu, dan dijadwalkan mereka akan bekerja sampai sekitar Mei 2020.  Hal yang paling membuat kita tercengang adalah lembaga swasta itu tidak mempunyai badan hukum, namun bisa terlibat langsung mengurusi sapi-sapi impor yang menderita malnutrisi,” ungkap sumber.

Seperti diketahui, pada akhir 2018, pemerintah Indonesia membeli ribuan ekor sapi dari Australia untuk menjalankan program sapi indukan dengan target hingga 6000 ekor sapi.

Tapi karena salah urus, ratusan ekor di antaranya sakit dan mati karena mengalami malnutrisi.

Di akhir 2019, sejumlah media asing menyoroti kasus kematian ratusan ekor sapi indukan impor tersebut dengan menampilkan sejumlah foto tragis, yakni foto-foto sapi yang sedang sekarat dengan kondisi tubuh kurus kering.

Selain itu, juga ditampilkan foto-foto  sapi yang mati dalam kondisi mengerikan akibat mengalami malnutrisi.

Lantas, apa penjelasan Kementerian Pertanian terkait kasus tersebut?
