KEMENTERIAN Kelautan dan Perikanan (KKP) menunjukkan ketegasannya dalam menindak pelaku illegal fishing dan destructive fishing serta berbagai pelanggaran di bidang kelautan dan perikanan. Ketegasan tersebut ditunjukkan dengan penangkapan 167 kapal pelaku illegal fishing, 96 pelaku destructive fishing, dan penanganan berbagai kasus di bidang pemanfaatan laut selama 2021.
“Selama 2021, kami menangkap 114 kapal ikan Indonesia yang melanggar ketentuan dan 53 kapal ikan asing yang mencuri ikan. Selain itu, kami juga mengamankan 96 pelaku penangkapan ikan dengan cara merusak. Satu penangkapan kapal ikan asing asal Malaysia, bahkan baru saja terjadi di WPP 571 Selat Malaka dan saat ini kapal tersebut sedang dalam proses ad hoc ke Pangkalan PSDKP Batam hari ini,” ujar Direktur Jenderal Pengawasan Sumber Daya Kelautan dan Perikanan Laksda TNI Adin Nurawaluddin dalam konferensi pers yang dilaksanakan di Kantor KKP pada Senin (13/12).
Lebih lanjut, ia menjelaskan proses penanganan kasus pelanggaran di bidang kelautan dan perikanan juga dilaksanakan secara profesional oleh PPNS Perikanan. Dari 212 kasus yang ditangani, sebanyak 10 kasus dalam proses pemeriksaan pendahuluan, 36 kasus dikenakan sanksi administrasi, 9 kasus dikenakan tindakan lain, dan 157 diproses hukum.
“Untuk kasus yang diproses hukum, sebanyak 144 telah memperoleh putusan berkekuatan hukum tetap (inkracht),” terang Adin.
Terkait dengan pengawasan pelaku usaha dalam negeri, ia menyampaikan bahwa secara umum tingkat kepatuhannya cukup tinggi, mencapai 93,59%. Kepatuhan tersebut merupakan hasil pemeriksaan yang dilakukan terhadap 1.898 pelaku usaha penangkapan ikan, 599 pelaku usaha pengolahan hasil perikanan, 665 pelaku usaha budidaya ikan, dan 308 pelaku usaha distribusi hasil perikanan.
Selain kasus illegal fishing dan destructive fishing, selama 2021 KKP juga menangani sejumlah kasus pelanggaran di bidang kelautan, di antaranya terkait dengan pemanfaatan pulau-pulau kecil, penanganan pencemaran perairan, serta penyelesaian sengketa kapal kandas yang merusak terumbu karang di berbagai daerah.
“Pengawasan pemanfaatan ruang laut ini tidak kalah kompleks. Tahun ini kami menangani beberapa kasus pencemaran dan kapal kandas,” terang Adin.
Guna menghadapi 2022 ke depan, ia menjelaskan bahwa kebijakan pengawasan akan didorong untuk mengawal program-program prioritas KKP, khususnya penangkapan ikan terukur. Beberapa strategi operasional saat ini telah mulai disimulasikan untuk memastikan pelaksanaan program tersebut dapat dilaksanakan sesuai dengan peraturan perundang-undangan yang berlaku.
“Prinsipnya kita akan awasi dari kapal sebelum berangkat (before fishing), pada saat di laut (while fishing), dan setelah ikan hasil tangkapan didaratkan (post landing),” jelas Adin.
Sebelumnya, dalam pelaksanaan Apel Siaga Pengawasan Sumber Daya Kelautan dan Perikanan yang dilaksanakan di Bitung, Menteri Kelautan dan Perikanan Sakti Wahyu Trenggono juga menyampaikan pentingnya peran pengawasan sumber daya kelautan dan perikanan dalam mengawal program terobosan KKP. Menteri Trenggono juga menginstruksikan jajaran pengawasan di lapangan untuk memastikan pelaksanaan kegiatan pengelolaan sumber daya kelautan dan perikanan dilaksanakan sesuai dengan ketentuan peraturan perundang-undangan yang berlaku.
