KEMENTERIAN Keuangan (Kemenkeu) dan PT Perusahaan Listrik Negara (PLN) (Persero) menandatangani Perjanjian Penerusan Pinjaman Luar Negeri atau Subsidiary Loan Agreement (PPLN/SLA) dalam rangka pembiayaan Development of Pumped Storage Hydropower in The Java-Bali System Project.
Dilansir dari situs Kementerian Keuangan, proyek ini memiliki total nilai pinjaman sebesar USD610 juta atau Rp8,7 triliun yang berasal dari pinjaman Bank Dunia sebesar USD380 juta dan pinjaman AIIB sebesar USD230 juta. Penandatanganan dilakukan Direktur Jenderal (Dirjen) Perbendaharaan Kemenkeu Hadiyanto dan Direktur Utama PT PLN Darmawan Prasodjo di Auditorium Kantor Pusat PT PLN, Jakarta Selatan.
“SLA merupakan salah satu sumber pembiayaan yang digunakan PT PLN untuk membiayai proyek pembangunan pembangkit listrik di Indonesia, terutama pembangkit listrik energi baru terbarukan (EBT). EBT atau sustainable energy transition adalah salah satu isu prioritas Presiden dalam program pembangunan nasional atau RPJMN yang harus kita dukung bersama,” ujar Hadiyanto dalam rilisnya, Selasa (15/3).
Hingga akhir Desember 2021, pembiayaan EBT melalui SLA yang telah disalurkan Kemenkeu ialah sebesar JPY80,38 miliar dan USD441,80 juta atau Rp16,26 Triliun. Adapun komitmen pembiayaan SLA untuk EBT yang belum disalurkan sebesar USD197,5 juta atau Rp2,82 triliun, sedangkan pembiayaan EBT yang masih proses SLA dan LA sebesar USD957,50 juta atau Rp13,66 triliun.
“Pembiayaan tersebut digunakan untuk proyek pembangunan PLTA dan geotermal serta fasilitas pembiayaan hijau atau green finance facility,” kata Hadiyanto.
Lebih lanjut, pembangunan pembangkit listrik tenaga air (PLTA) Pumped Storage dengan kapasitas 1.040 megawatt (MW) berlokasi di Provinsi Jawa Barat. Dengan hadirnya PLTA, diharapkan dapat meningkatkan kapasitas pembangkit listrik yang signifikan pada saat beban puncak, terutama untuk kawasan yang membutuhkan permintaan tenaga listrik yang besar, seperti Jawa Barat dan Jabodetabek.
