Kasus Dugaan Tekstil Ilegal Asal China Dilaporkan ke Mabes Polri

KASUS dugaan tekstil ilegal asal China yang membanjiri pasaran di Jakarta, bergulir ke ranah pidana. Secara resmi, laporan terkait hal itu telah sampai ke meja penyidik Bareskrim Mabes Polri.

Komunitas Pemuda Merah Putih (KPMP) Bergerak tampil melaporkan kasus tersebut karena dianggap berimbas negatif terhadap industri tekstil dalam negeri.

Saat dikonfirmasi, aktivis KPMP Bergerak, Yusu Halawa, membenarkan hal itu. “Benar. Kami sudah melaporkan ke Bareskrim Mabes Polri dan kami sudah diperiksa untuk BAP,” kata Yusu Halawa pada Selasa (14/4).

Dia mengatakan, KPMP Bergerak melaporkan kasus tersebut ke Bareskrim Mabes Polri pada 26 Maret 2020. Kemudian, pada 1 April 2020, KPMP Bergerak kembali mendatangi Bareskrim Mabes Polri untuk melengkapi laporan.

“KPMP Bergerak melaporkan Kepala Bidang (Kabid) Penindakan dan Penyidikan (P2) Kantor Wilayah (Kanwil)  Bea Cukai Jakarta, Agus Wahono, karena diduga melakukan pembiaran atas membanjirnya tekstil-tekstil impor ilegal asal Tiongkok. Kami menduga Kabid P2 Kanwil Bea Cukai Jakarta bersekongkol dengan sindikat pemasok tekstil ilegal tersebut,” jelasnya.

Lalu pada 6 April 2020, lanjut Yusu Halawa, KPMP Bergerak kembali menyambangi Bareskrim Mabes Polri untuk memenuhi panggilan penyidik. “Kami sudah diperiksa penyidik Direktorat Tindak Pidana Ekonomi dan Khusus Mabes Polri pada 6 April 2020 untuk BAP. Kami mengapresiasi langkah Bareskrim Mabes Polri yang dengan cepat merespons kasus ini,” ungkapnya.

Yusu Halawa menjelaskan, pihaknya melaporkan kasus tersebut ke Bareskrim Mabes Polri karena produsen-produsen tekstil di dalam negeri banyak yang bangkrut akibat tergilas persaingan dengan tekstil-tekstil ilegal asal Tiongkok.

Tidak hanya produsen tekstil dalam negeri, para pedagang tekstil buatan dalam negeri juga ikut gulung tikar. “Ini membahayakan industri tekstil kita. Mereka kalah bersaing karena tekstil impor ilegal itu dijual dengan harga sangat murah di pasaran,” cetusnya.

Menurutnya, ulah sindikat pemasok tekstil ilegal asal Tiongkok tersebut telah dibongkar Direktorat P2 Kantor Bea Cukai Pusat. Pada tanggal 9 Maret 2020, Direktorat P2 Kantor Bea Cukai Pusat menerbitkan nota hasil intelijen (NHI) kepada Kantor Pelayanan Utama Bea Cukai Tanjung Priok atas 27 kontainer berisi tekstil ilegal impor dari Tiongkok.

Sebanyak 27 kontainer berukuran 40 feet dikapalkan dari Tiongkok ke Pelabuhan Tanjung Priok via Batam. Seluruh kontainer berisi tekstil tersebut tidak membayar Bea Masuk Safeguard.

Sebelumnya, pada Rabu (1/4), Komisi III DPR telah mendesak Kejaksaan Agung (Kejagung) agar memeriksa pejabat Bea Cukai dari mulai level tertinggi, yaitu Direktur Jenderal (Dirjen) hingga pejabat di daerah terkait dugaan penyelundupan 27 kontainer tekstil premium illegal.

Anggota Komisi III DPR dari Fraksi PDIP, Arteria Dahlan mengatakan mulusnya penyelundupan-penyelundupan tersebut memunculkan dugaan adanya keterlibatan permufakatan jahat antara pelaku dengan aparat penegak hukum dengan mempertontonkan festivalisasi arogansi kekuasaan yang diduga melibatkkan oknum pejabat Bea Cukai.

“Di mana secara sederhana dan kasat mata dapat terlihat dari indikasi kapal sempat membongkar muatan dan mengganti kontainer dalam pelabuhan serta mendapatkan dokumen yang berbeda,” kata Arteria, saat jumpa pers di Gedung DPR, Jakarta, Rabu (1/4). (Krs)
