PANDEMI covid-19 telah memberikan dampak terhadap pasar keuangan, perdagangan, dan juga investasi. Indonesia telah mempersiapkan diri melalui serangkaian langkah signifikan dan fundamental untuk menghadapi volatilitas di pasar keuangan, baik untuk mengelola sentimen pasar maupun dalam mengantisipasi respons kebijakan yang ditempuh negara maju (advance country). Sejumlah inisiatif bilateral ditempuh untuk mengimplementasikan diversifikasi mata uang seperti melalui penggunaan local currency settlement (LCS) untuk mendukung stabilitas perekonomian.
Demikian disampaikan Menteri Keuangan Sri Mulyani Indrawati pada sesi Leader’s Insight bertajuk Strategic Policy Framework to Enhance The Usage of Local Currency Settlement in Trade and Investment in Asia, Rabu (16/2).
Acara tersebut merupakan bagian dari hari ketiga rangkaian side events pertemuan kedua tingkat Deputi Kementerian Keuangan dan Bank Sentral (Finance and Central Bank Deputies Meeting/FCBD) dan pertemuan pertama tingkat Menteri Keuangan dan Gubernur Bank Sentral (Finance Ministers and Central Bank Governors Meetings/FMCBG) Presidensi G20 yang berlangsung mulai 14-19 Februari 2022 di Jakarta. Dalam kesempatan tersebut, Sri juga mengapresiasi langkah Bank Indonesia yang telah mendorong implementasi LCS sejak 2018.
Gubernur Bank Indonesia (BI) Perry Warjiyo menekankan pentingnya diversifikasi penggunaan mata uang untuk memfasilitasi investasi dan perdagangan global bagi negara berkembang guna mendukung pertumbuhan ekonomi dan mengurangi kerentanan, termasuk potensi dampak sistemis dari guncangan global. LCS sebagai salah satu implementasi diversifikasi mata uang dapat mengendalikan volatilitas nilai tukar dan mendukung ekonomi. Pada 2022, transaksi LCS ditargetkan meningkat setelah tumbuh signifikan di 2021 serta direncanakan akan merambah negara lainnya.
Senada dengan hal tersebut, Gubernur People’s Bank of China (PBC) Yi Gang turut menyampaikan dukungan PBC pada skema diversifikasi mata uang. Yi Gang meyakinkan bahwa skema kerja sama penyelesaian transaksi dengan mata uang lokal (LCS) dapat meningkatkan perdagangan dan investasi. Dukungan tersebut dinyatakan melalui implementasi LCS antara Tiongkok dengan Indonesia yang dipercaya memperkuat ekonomi kedua negara sekaligus mendukung percepatan pemulihan ekonomi di kawasan Asia.
Dalam sesi high level discussion tersebut, Chief Representative of The Bank for International Settlements (BIS) for Asia and The Pacific Siddharth Tiwari menambahkan perlunya mendorong daya tarik pasar mata uang lokal melalui pengembangan pasar keuangan dengan penggunaan mata lokal di antaranya pasar Surat Utang Negara, pasar repo, dan pasar derivatif untuk lindung nilai atas risiko nilai tukar. Chief Representative of BIS juga mendorong bank sentral untuk menggandeng para investor untuk meningkatkan investasinya pada surat utang korporasi dalam mata uang lokal seperti BIS Asian Bond Fund.
Sesi kedua sebagai wadah diskusi pelaku ekonomi, di antaranya Ekonom Senior Indonesia Chatib Basri, Presdir Bank Mandiri Darmawan Junaidi, Presdir BCA Jahja Setiaatmadja, dan Ketua Umum Asosiasi Pengusaha Indonesia (Apindo) Hariyadi B Sukamdani, berfokus pada peran Bank Appointed Cross Currency Dealers (ACCD) dalam memfasilitasi transaksi LCS bagi pengusaha ekspor-impor serta investor (foreign direct investment). Dukungan Bank ACCD melalui insentif skema LCS dapat mengoptimalkan penggunaannya serta memberikan pengusaha dan investor pilihan mata uang dalam penyelesaian transaksi bisnis untuk memitigasi risiko pada periode exit policy.
