KASUS tekstil ilegal asal Tiongkok yang kini tengah diusut penyidik Kejaksaan Agung nampaknya bakal menggurita.
Pasalnya, setelah melaporkan Kepala Kantor Pelayanan Utama (KPU) Bea dan Cukai Batam, Susilo Brata, para aktivis kembali mendatangi Kejaksaan Agung untuk melaporkan dua pejabat Bea dan Cukai lainnya, yaitu Direktur Jenderal (Dirjen) Bea dan Cukai, Heru Pambudi serta Kepala Bidang (Kabid) Penindakan dan Penyidikan (P2) Bea dan Cukai Kantor Wilayah (Kanwil) Jakarta, Agus Wahono.
Orang nomor satu di Direktorat Jenderal Bea dan Cukai itu serta pejabat Bea dan Cukai Kanwil Jakarta tersebut dilaporkan terkait kasus tekstil ilegal asal Tiongkok.
Hal itu dibenarkan Koordinator Aktivis dari Komunitas Pemuda Merah Putih (KPMP) Bergerak, Asli Yusu Halawa, saat dikonfirmasi wartawan lewat sambungan telepon pada Selasa (2/6).
“Benar, para aktivis dari KPMP Bergerak telah melaporkan Dirjen Bea dan Cukai serta Kabid P2 Bea dan Cukai Kanwil Jakarta ke Jaksa Agung Muda Bidang Tindak Pidana Khusus (Jampidsus),” kata Yusu Halawa.
Saat ditanya kapan pelaporan dilakukan, Yusu Halawa menjelaskan pihaknya terlebih dahulu melaporkan Agus Wahono Jakarta pada 13 Mei 2020. Kemudian, para aktivis dari KPMP Bergerak melaporkan Heru Pambudi pada 20 Mei 2020.
“Ini kelanjutan dari pelaporan kami ke Kejaksaan Agung terhadap Kepala KPU Bea dan Cukai Batam, Susila Brata yang kami laporkan pada tanggal 2 April 2020 lalu,” ungkapnya.
Dia mengatakan, para aktivis melaporkan tiga pejabat Bea dan Cukai tersebut karena diduga terlibat dalam konspirasi pelolosan impor tekstil ilegal asal Tiongkok yang masuk ke Indonesia tanpa membayar Bea Masuk Safeguard.
Seperti diketahui, terkait kasus tekstil ilegal asal Tiongkok, penyidik Kejaksaan Agung telah menggeledah rumah dua pejabat Bea dan Cukai KPU Batam pada 11 Mei 2020. Salah satu rumah yang digeledah adalah rumah Kepala KPU Bea dan Cukai Batam, Susila Brata di Kompleks Bea Cukai di Jalan Bunga Raya Baloi Indah, Batam.
Sekitar satu tahun
Yusu Halawa melanjutkan, untuk membongkar kasus tekstil ilegal asal tersebut hingga ke akar-akarnya, para aktivis meminta agar pengusutan kasus itu tidak berhenti di pejabat Bea dan Cukai KPU Batam. Sebab, kata Yusu Halawa, pasokan tekstil ilegal asal Tiongkok ke Jakarta diduga sudah berlangsung sekitar satu tahun.
“Sebanyak 27 kontainer barang bukti tekstil ilegal yang tertangkap dan ditahan di Pelabuhan Tanjung Priok saat ini, itu hanya sebagian dari ratusan kontainer yang sudah lolos dan masuk beredar di pasaran Jakarta dalam satu tahun terakhir. Karena itu, kami meminta agar penyidik Kejaksaan Agung memeriksa pelolosan ratusan kontainer yang sudah masuk ke pasaran di Jakarta,” ujar Yusu Halawa.
Seperti diketahui, tekstil impor dari Tiongkok itu dikatakan ilegal karena lolos masuk ke Indonesia tanpa membayar Bea Masuk Safeguard. Sindikat pemasok tekstil ilegal tersebut kemudian memasarkan tekstil-tekstil itu di Jakarta, antara lain di Pasar Tanah Abang.
Selama sekitar satu tahun berjalan, tidak pernah ada penindakan dari Bea dan Cukai. “Kabid P2 Bea dan Cukai Kanwil Jakarta tidak pernah melakukan penindakan terhadap tekstil-tekstil ilegal asal Tiongkok, meski marak memenuhi pasaran di Jakarta. Padahal itu tugas dan wewenang Kabid P2 Bea dan Cukai Kanwil Jakarta. Mengapa dia bersikap melakukan pembiaran dengan cara tidak melakukan penindakan? Karena itu kami melaporkan Kabid P2 Bea dan Cukai Kanwil Jakarta karena diduga ikut bersekongkol dengan sindikat pemasok tekstil ilegal asal Tiongkok,” urainya.
Sementara itu, terkait dugaan keterlibatan Dirjen Bea dan Cukai dalam kasus tekstil ilegal asal Tiongkok, Yusu Halawa menjelaskan Dirjen Bea dan Cukai wajib menjalankan pengawasan melekat (waskat) terhadap bawahan yang langsung bertanggung jawab kepadanya. Dalam menjalankan tugas dan fungsinya, Kepala KPU Batam bertanggung jawab secara langsung ke Dirjen Bea dan Cukai.
“Sangat aneh kalau Dirjen Bea dan Cukai tidak tahu tentang ratusan kontainer berisi tekstil ilegal yang dikapalkan dari Tiongkok via Batam dan membanjiri pasaran di Jakarta selama sekitar satu tahun terakhir. Itu jumlah impor yang besar,” tukasnya.
Agar pengungkapan kasus tersebut menjadi terang benderang, kata Yusu Halawa, pihaknya meminta penyidik Kejaksaan Agung untuk memeriksa secara menyeluruh pihak-pihak yang diduga terlibat, termasuk Dirjen Bea dan Cukai serta Kabid P2 Bea dan Cukai Kanwil Jakarta. (Krs)
