JURU Bicara Satgas Penanganan Covid-19 Prof Wiku Adisasmito menjelaskan upaya mitigasi menurunkan peluang transmisi komunitas akibat kasus varian Omicron yang telah dilakukan pemerintah sesuai anjuran World Health Organization (WHO) dengan 4 upaya.
“Yaitu mengoordinasikan alur kedatangan internasional, melakukan surveilans dan penanganan kasus, komunikasi risiko, dan mempersiapkan kapasitas pintu kedatangan,” katanya dalam Keterangan Pers Perkembangan Penanganan Covid-19, Selasa (21/12), yang disiarkan kanal YouTube Sekretariat Presiden.
Lebih jelasnya, pertama, rapat koordinasi dan evaluasi seluruh elemen yang terlibat, baik penanggung jawab maupun petugas teknis di lapangan di antaranya BNPB, TNI, Polri, Kantor Kesehatan Pelabuhan, Satgas Covid-19 di pintu kedatangan Persatuan Hotel dan Restoran Indonesia (PHRI), Angkasa Pura, dan penyedia jasa transportasi untuk mobilisasi pelaku perjalanan ke fasilitas karantina.
Kedua, manajemen kasus menggunakan PCR dengan SGTF atau WGS. Tujuannya menskrining kasus bervarian Omicron, mengisolasi pelaku perjalanan internasional di Wisma Atlet dan Rusun sampai 23 Desember 2021 mendatang, yang mana lokasi ini menjadi tempat ditemukannya kasus pertama bervarian Omicron di Indonesia.
Kemudian, ditetapkan pencatatan di setiap tahap skrining kesehatan yang dilalui pelaku perjalanan melalui dashboard yang saat ini diupayakan dapat interoperable, yaitu aplikasi Hotel Monitor and Reservations (Hore). Aplikasi ini juga dapat dimanfaatkan berbagai stakeholders untuk mengetahui rencana penerbangan, jumlah penumpang internasional, ketersediaan kamar dan lokasi karantina. Data ini menjadi penting untuk upaya testing, tracing, dan treatment lanjutan jika diperlukan. Aplikasi quarantine sistem untuk petugas di Wisma menskrining pihak yang layak karantina di fasilitas yang disediakan pemerintah.
Ketiga, penyediaan informasi seputar kedatangan pelaku perjalanan internasional melalui berbagai website dan media sosial milik pemerintah, misalnya, situs resmi Kementerian Luar Negeri, Kementerian Kesehatan, dan Satgas Covid-19.
Keempat, beberapa upaya tambahan untuk menguatkan kapasitas skrining di pintu kedatangan, seperti penegakan kedisiplinan protokol kesehatan di sekitar dan di luar pintu kedatangan, upaya screening kesehatan di awal, dekontaminasi barang bawaan pelaku perjalanan berupa bagasi serta kargo peti kemas alat angkut barang dan paket pos.
Kemudian, kewajiban entry dan exit test, identifikasi kontak erat kasus, khususnya yang memiliki alur transmisi lintas negara, dan penyediaan alat transportasi untuk mobilitas ke fasilitas karantina.
Untuk itu, pemerintah meminta seluruh elemen yang terlibat menjalankan perannya dengan baik, yaitu kepada pelaku perjalanan untuk menjalankan protokol kesehatan 3M, menjaga kebersihan pribadi dan fasilitas karantina, mengikuti prosedur karantina dengan disiplin, termasuk tidak memesan makanan di luar fasilitas karantina.
Lalu, diminta tidak berkeliaran selama masa karantina berlangsung dan proaktif memantau status kesehatan masing-masing dengan memanfaatkan layanan kesehatan yang tersedia di tempat karantina. Juga, diutamakan, khususnya populasi yang berisiko, seperti lansia, ibu hamil, dan anak.
Sementara itu, kepada pengelola fasilitas karantina, untuk menyediakan fasilitas kesehatan yang sesuai standar, melakukan disinfeksi dan perawatan secara rutin, melakukan pemeriksaan kesehatan, khususnya kepada populasi berisiko secara berkala, menyediakan hotline informasi dengan response time yang tinggi, dan melakukan pengawasan karantina secara ketat.
Dari sisi pemerintah, selalu berupaya menyelesaikan berbagai temuan dan keluhan masyarakat di lapangan, baik melalui laporan langsung kepada Satgas maupun media massa, seperti adanya penumpukan penumpang di bandara maupun kerumunan di Wisma Atlet.
Dari kasus tersebut, ditemukan bahwa video yang beredar di masyarakat ialah dokumentasi situasi beberapa waktu lalu dan saat ini kondisi sudah terkendali.
“Terakhir, pemerintah pun akan terus melakukan perbaikan berkelanjutan, termasuk menambah fasilitas karantina agar tidak terjadi penumpukan dan seluruh pelaku perjalanan internasional dapat menjalankan karantinanya sesuai dengan durasi yang berlaku,” pungkas Wiku. (RLS/J1)
